Investment in these projects totaled nearly US$190 billion, and foreign capital was a major source of funds. Global developers were the top ten sponsors of private energy projects in developing countries. Their projects accounted for just over a third of total investment. This Note surveys the trends by region, by country income level, and by type of project. Building on the insights of the first program, the ADB Institute decided to conduct a workshop focused on education in order to highlight in depth the specific conditions and problems facing education systems and how partnerships between the public and private sector may help alleviate them. To serve this purpose, the ADB Institute commissioned original case studies on different areas in a number of countries for this Workshop. The case studies were focused on how to use partnerships to deliver educational services to the poor and the disadvantaged. These, along with presentations from other scholars and practitioners, formed the basis for the discussions and learning of participants during Part I of the Workshop. The subsequent feedback and debate allowed presenters from Part I the opportunity to give more general policy conclusions and recommendations to high-level policymakers who joined Part II of the Workshop during the second week. About three-fifths of this investment was carried out in 1998 alone, and about two-fifths related to the award of the Argentine airport system that year. 1 Sep 99 Recent Trends in Private Participation in Infrastructure Private activity in infrastructure—as measured by investment flows to projects with private participation—grew dramatically in developing countries between 1990 and 1997, from about US$16 billion to US$120 billion. It then declined by about a fifth to US$95 billion in 1998, a result of the Asian financial crisis that began in mid-1997. Private activity in 1998, sustained by a US$19 billion telecommunications privatization in Brazil, remained above the 1996 level. Investment over the past eight years totaled nearly US$500 billion. Private investment now averages about 40 percent of the total for infrastructure in developing countries. More goes to telecommunications and energy than other sectors, and more to East Asia and Latin America than other regions. 1 Apr 99 Rail and Subway Concessions in Rio de Janeiro: Designing contracts and bidding processes - Designing contracts and bidding processes In early 1995 the Rio de Janeiro state government began reforms aimed at selling or concessioning to the private sector loss-making state-owned enterprises. This Note describes the concessioning of Rio's subway, the Metro, in December 1997 and its commuter rail service, Flumitrens, in July 1998. The reforms were expected to eliminate subsidies for the Metro and reduce them by two-thirds for Flumitrens, to improve service, and to clear the backlog of maintenance and investment. 1 Apr 99 Lessons from the Guinea Water Lease Summary: In 1989, the government of Guinea entered into a lease arrangement for private sector operation of water services in the capital city, Conakry, and sixteen other towns. The lease has been broadly successful—in the first five years, it led to a big increase in the population with access to safe water. But because the risk sharing between the parties to the lease has proved difficult to implement and enforce, improvements have been smaller than hoped for. Penelope J.
