Toll Roads: Recent Trends in Private Participation
During the 1990s developing countries increasingly turned to the private sector for construction, management, and maintenance of toll roads. Between 1990 and 1999, US$61 billion of private investment was committed to 279 projects in 26 developing countries, comprising 34,369 kilometers of toll highways, bridges and tunnels. This Note analyzes the main trends in private participation in toll roads in developing countries using figures from the World Bank's Private Participation in Infrastructure Project Database.

As a result, governments are reorganizing the way ports are run and permitting more private ownership and service delivery. Because ports provide multiple services, if governments are to design an efficient legal and regulatory framework for private participation it is important to study all these activities to evaluate the best approach. Moreover, because these activities must take place in a small space, it is important to study how they are best coordinated.

Port Concessions in Chile: Contract Design to Promote Competition and Investment
Summary: The objective of Chile’s port reform is to encourage investment in better port equipment, in the hope that this will lead to more efficient service, in part by attracting larger, more modern ships. The first four major concessions, under which integrated terminals are run exclusively by private companies, started operations in January 2000. The integrated approach to port services replaces a system of free entry of multiple stevedoring companies. This Note reviews how the concessions were designed: the criteria for the winning bids, the rules to prevent concessionaires’ abusing their monopoly power, the rules to encourage investment, and the provisions for redundant workers.

What determines whether a neighborhood or community is likely to undertake collective action? Pargal, Gilligan, and Huq try to identify the determinants of private, community-based provision of a public good-in this case, trash collection. Using survey data for Dhaka, Bangladesh, where some neighborhoods have successfully organized an alternative to the municipal trash collection service, they examine why some communities or neighborhoods display such initiative while others do not.

From 1990 to 1999 there were 700 energy projects in developing countries involving private participation. Investment in these projects totaled nearly US$190 billion, and foreign capital was a major source of funds. Global developers were the top ten sponsors of private energy projects in developing countries. Their projects accounted for just over a third of total investment. This Note surveys the trends by region, by country income level, and by type of project. It also explores the consequences of the recent Asian financial crisis for future investment in Asian energy markets.

Public Private Partnerships in Education 29 May - 7 June 2000, Tokyo Executive Summary of Proceedings, ESS No. S27/00 The Public-Private Partnerships in Education program grew out of the ADB Institute s earlier capacity-building workshop (July 1999) on partnerships in the social sector. Building on the insights of the first program, the ADB Institute decided to conduct a workshop focused on education in order to highlight in depth the specific conditions and problems facing education systems and how partnerships between the public and private sector may help alleviate them. To serve this purpose, the ADB Institute commissioned original case studies on different areas in a number of countries for this Workshop. The case studies were focused on how to use partnerships to deliver educational services to the poor and the disadvantaged. These, along with presentations from other scholars and practitioners, formed the basis for the discussions and learning of participants during Part I of the Workshop. The subsequent feedback and debate allowed presenters from Part I the opportunity to give more general policy conclusions and recommendations to high-level policymakers who joined Part II of the Workshop during the second week. At the conclusion of the Workshop, participants agreed upon policy recommendations as an action agenda for partnerships

During the 1990s private sponsors have participated in projects involving eighty-nine airports in twenty-three developing countries, with investment totaling US$5.4 billion. About three-fifths of this investment was carried out in 1998 alone, and about two-fifths related to the award of the Argentine airport system that year. Analysis of the investment patterns shows that Latin America leads in attracting private investors, operations and management contracts with major capital expenditure have been the main vehicle for investment, and governments are transferring networks to the private sector more often than single airports or stand-alone facilities.

Recent Trends in Private Participation in Infrastructure
Private activity in infrastructure—as measured by investment flows to projects with private participation—grew dramatically in developing countries between 1990 and 1997, from about US$16 billion to US$120 billion. It then declined by about a fifth to US$95 billion in 1998, a result of the Asian financial crisis that began in mid-1997. Private activity in 1998, sustained by a US$19 billion telecommunications privatization in Brazil, remained above the 1996 level. Investment over the past eight years totaled nearly US$500 billion. Private investment now averages about 40 percent of the total for infrastructure in developing countries. More goes to telecommunications and energy than other sectors, and more to East Asia and Latin America than other regions. But almost all developing countries have some private activity in infrastructure.

In early 1995 the Rio de Janeiro state government began reforms aimed at selling or concessioning to the private sector loss-making state-owned enterprises. This Note describes the concessioning of Rio's subway, the Metro, in December 1997 and its commuter rail service, Flumitrens, in July 1998. The reforms were expected to eliminate subsidies for the Metro and reduce them by two-thirds for Flumitrens, to improve service, and to clear the backlog of maintenance and investment.

Lessons from the Guinea Water Lease
Summary: In 1989, the government of Guinea entered into a lease arrangement for private sector operation of water services in the capital city, Conakry, and sixteen other towns. The lease has been broadly successful—in the first five years, it led to a big increase in the population with access to safe water. But because the risk sharing between the parties to the lease has proved difficult to implement and enforce, improvements have been smaller than hoped for. Penelope J. Brook Cowen reviews the lease's performance, drawing lessons for water projects in other countries.
