With a background as an Associate Partner at EY in Singapore, PPP International Development Director at GE Healthcare, Regional Director at KPMG in London, Paris, and Singapore, and Project Development Lead at Bilfinger Berger Project Investments, Lieven has a proven track record in originating and executing large-scale infrastructure projects.

Lieven holds the Certified PPP Professional (CP3P®) certification and is accreditation as a trainer, and until recently served as the Asia Pacific co-chair of the World Association of PPP Units and Professionals (WAPPP). Recognized for his expertise in infrastructure and project finance, Lieven has authored numerous publications on infrastructure-related topics and is a regular speaker at industry conferences.

With a commitment to advancing Project Finance and PPP knowledge, Lieven has provided training for all three levels of the CP3P exam to government officials from various countries, including Cambodia, Indonesia, Pakistan, Gambia, Liberia, Ghana, Ivory Cost, Nigeria and Cabo Verde on behalf of Multilateral Development Banks. Lieven’s bespoke trainings in Indonesia and Australia, tailored to sectors such as healthcare, and water and sanitation projects, have been instrumental in equipping stakeholders with the necessary skills for successful project implementation.
