Helga is an independent senior lawyer and mediator. She focusses on projects and transactional public law and has worked on a range of award-winning infrastructure projects across the globe for over 30 years.

She is an independent board member and president at SFPIM Relaunch, an independent board member at Child Focus and a member of Euro Stability Mechanism’s External Procurement Oversight Panel.

She is a speaker, guest lecturer and moderator on projects, EU public procurement, mediation and related matters. She contributed to publications such as the World Bank 2017 and 2019 Guidance on PPP Contractual Provisions, Gl Hub (G20)’s PPP Risk allocation Tool, Eurostat and EIB’s 2016 Guide to the Statistical Treatment of PPPs and UNECE’s 2026 guide on stakeholder management. She is a VUB Fellow. Previously Helga was a partner at Allen & Overy (now A&O Shearman) and Head of its global public law practice from 2013 until 2020. She holds a master’s in law from KU Leuven, is a VUB Fellow and speaks Dutch, English, French, German and Italian.
