Accelerating Net Zero: Overcoming Barriers with Government Action

This SIG White Paper was produced by members of a Future Leaders Network Special Interest Group from Jacobs, NAB and ING.

The Group used a collaborative approach leveraging the knowledge and experience of SIG members across the identified regions. Across both the energy and transport sectors, the case studies reveal a consistent and repeatable pattern: government action is not about doing the heavy lifting alone – it’s about fostering an environment that enables investment from the private sector.

The repeatable pattern across the case studies is disciplined risk transfer: governments absorb policy and early- market risk; and private capital funds construction and operation. As infrastructure and energy professionals, our job is to recognise these markers early, price the residual risk, and move quickly before competitors do.
