Financing the Energy Transition in Emerging Markets: De-risking & Blended Finance Solutions

Emerging markets face steep barriers to private investment in clean energy due to regulatory, currency, technology, project, and political risk. This group will provide a focused platform to explore how innovative de-risking instruments and blended finance strategies can unlock capital for renewable energy, grid modernization, storage, clean electrification projects, and emerging energy technologies, including projects moving from demonstration to commercial scale.
Group objectives
- Analyse real-world de-risked and blended finance energy deals, including projects involving emerging and scaling technologies.
- Explore the innovative use of guarantees, credit enhancements, FX hedges, and concessional capital.
- Identify financing approaches that address technology scale-up risk, strengthen project bankability, and crowd in private capital.
- Facilitate dialogue among MDBs/DFIs, investors, insurers, regulators, developers.
- Produce guidance briefs, templates, and checklists for transactions.
- Build member capacity via webinars, workshops, and roundtables.
Proposed activities
- Repository of de-risked energy transition projects in emerging markets, including selected technology scale-up and financing case studies.
- Practical toolkits and guidance notes.
- Stronger collaboration across stakeholders.
- Improved ability of members to mobilize private capital into emerging market energy projects.
